Requires producers of batteries or battery-containing products to join a battery producer responsibility organization and implement a battery producer responsibility program for the collection and recycling of batteries.

Establishes coverage levels for doula services in the state medical assistance program and for health benefit plans that provide coverage for pregnancy and childbirth expenses.

Exempts sales to purchasers with facilities totaling more than one million square feet from a prohibition on sales of certain fluorescent lamps until January 1, 2030.

Modifies the authority of the Department of Environmental Quality to enter into agreements with regulated entities to expedite or enhance a regulatory process.

Increases the biennial lottery allocation made for the outdoor school program.

Allows counties to approve farm stores as nonfarm use on lands zoned for farm use.

Establishes the Oregon Imagination Library Program to provide a free book each month to eligible children, encourage children to develop a love of reading and learning and improve school readiness, third-grade reading proficiency and high school graduation rates.

Directs the Department of Early Learning and Care to provide standardized information on all publicly funded early learning and care programs and resources available in this state to people who apply for or are placed on the waitlist for the Employment Related Day Care subsidy program.

Directs school district boards and governing bodies of institutions of higher education to adopt policies that address how the school district or the institution of higher education will respond when a federal immigration authority enters school property or a campus.

Directs the Higher Education Coordinating Commission to conduct a study of the condition of Oregon's post-secondary education system and to develop detailed recommendations for the design, implementation and operation of a viable and superior institutional framework.

Requires the compilation of data about students who are regular attenders or who are chronically absent.

Directs schools to have a cardiac emergency response plan as part of the procedures for responding to medical emergencies.

Changing certain school calendar requirements from days or months to hours
