Increases the state transient lodging tax.

Allows net local transient lodging tax revenue to be used for resiliency grants for small businesses in the restaurant and lodging industry.

Directs school districts to adopt policies that provide for the immediate enrollment, school placement and provision of services to homeless students.

Provides that evidence of a party's or a witness's immigration status is not admissible as evidence in a civil proceeding.

Declares that this state does not want the amendments set forth in section 521 of the Depository Institutions Deregulation and Monetary Control Act of 1980 to apply to consumer finance loans made in this state.

Designates March 4th of each year as HPV Awareness Day.

Provides that additional taxes otherwise imposed upon disqualification of land from certain forestland special assessment programs may not be collected if the disqualification is due to the suspension of reforestation requirements as a result of insects or disease.

Requires producers of batteries or battery-containing products to join a battery producer responsibility organization and implement a battery producer responsibility program for the collection and recycling of batteries.

Requires the Energy Facility Siting Council to find that reasons justify why the state policy in applicable statewide planning goals should not apply to a proposed energy facility if the council finds that the proposed energy facility will deliver electricity to the electric grid using an existing energy facility's surplus interconnection and does not require associated transmission lines more than two miles from the existing energy facility.

Expands eligibility for cities and Metro to amend their urban growth boundaries under a temporary program.

Adjusts certain terms of the revolving loan program for cities and counties to fund affordable housing projects.

Exempts packaging for certain berries and meat, poultry, fish and seafood from producer responsibility requirements for packaging, paper and food serviceware.

Revenue and taxation; increase maximum acreage to qualify for assessment and taxation as a bona fide conservation use property
