Directs the State Board of Pharmacy to issue a license to operate a mobile pharmacy to a qualified applicant.

Requires law enforcement agencies to require officers to wear uniforms with specified identifying information.

Declares that this state does not want the amendments set forth in section 521 of the Depository Institutions Deregulation and Monetary Control Act of 1980 to apply to consumer finance loans made in this state.

Provides that, in lieu of making a first appearance for a traffic violation citation, the person who is the previous owner of a vehicle may notify the court that the person has transferred interest in the vehicle and is not liable for the citation.

Requires producers of batteries or battery-containing products to join a battery producer responsibility organization and implement a battery producer responsibility program for the collection and recycling of batteries.

Adds new requirements for obtaining an initial license to operate and maintain a hospice program.

Exempts an energy facility from needing a site certificate from the Energy Facility Siting Council if the energy facility produces power from a renewable energy source, qualifies for certain federal renewable energy tax credits and is placed in service on or before December 31, 2030, or a date allowed by exception and a local land use application for the facility is submitted on or before December 31, 2028.

Increases the state transient lodging tax.

Allows net local transient lodging tax revenue to be used for resiliency grants for small businesses in the restaurant and lodging industry.

Updates the terminology used to describe certain income earned by multinational corporations to reflect a change in the term used in federal law.

Provides that additional taxes otherwise imposed upon disqualification of land from certain forestland special assessment programs may not be collected if the disqualification is due to the suspension of reforestation requirements as a result of insects or disease.

Establishes the Task Force on Taxation of International Income.
