Requires the State Treasurer to use up to $44 million from the Unclaimed Property and Estates Fund to guarantee a loan made to a rural hospital for financial stabilization.

Provides that, in lieu of making a first appearance for a traffic violation citation, the person who is the previous owner of a vehicle may notify the court that the person has transferred interest in the vehicle and is not liable for the citation.

Requires a social media platform to respond to a search warrant within 72 hours of service, and all other communications providers to respond within five business days of service, when the warrant pertains to an investigation of stalking or a crime constituting domestic violence.

Requires the Oregon Health Authority to adopt rules and procedures to allow a hospital to apply for a license as a rural emergency hospital.

Updates the terminology used to describe certain income earned by multinational corporations to reflect a change in the term used in federal law.

Moves the election date for the parts of chapter 1, Oregon Laws 2025 (special session), referred to the people by Referendum Petition 2026-302, to the primary election held on May 19, 2026.

Reduces penalties for driving while suspended if the suspension is due to a conviction for criminal mischief resulting from the operation of a motor vehicle or reckless driving.

Prohibits a retailer from knowingly selling or offering for sale, and a retail platform operator from knowingly permitting a retailer to advertise or offer for sale, a child safety system that does not comply with federal standards or standards the Department of Transportation adopts by rule.

Makes changes to laws regulating dismantlers.

Defines "powered micromobility device"" for the vehicle code."
