This amendment recognizes that industry standards and best practices have already been addressed at length by both the federal Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and by the National Shooting Sports Foundation (NSSF), the firearms industry’s national trade association. This amendment requires that DSP give great weight and respect to the best practices and industry standards promulgated by both of those organizations when drafting regulations. The amendment also requires DSP to consider the best practices developed by Delaware’s own firearms trade association, the Delaware Association of Federal Firearms licensees. In an effort to avoid confusion in the regulatory process, this amendment prohibits the adoption of regulations that run counter to or contradict the best practices and regulations promulgated by ATF.
