HA 1 to HS 1 for HB 1

This amendment to House Substitute No. 1 to House Bill No. 1 makes several technical corrections. It also adds the Controller General or the Controller General’s designee to the list of individuals that must be consulted in development of the Transition Report and explicitly requires the Transition Report to include cost projections for the transition. The enactment clause is changed so that the Act takes effect upon enactment with 180 days for implementation. Finally, the time when the Transition Report must be presented to the General Assembly is shortened from 1 year in advance of the transition to 6 months in advance of the transition.
