D. , University of Chicago, Chicago, Ill. , 1933. United States Navy, 1944-1946. Lawyer, private practice. Assistant attorney for Illinois state bank receiver, 1935-1937. Assistant attorney general attached to Illinois Commerce Commission as traction attorney, 1937-1940. Elected as a Democrat to the Eighty-first and to the six succeeding Congresses (January 3, 1949-January 3, 1963). Was not a candidate for renomination to the Eighty-eighth Congress in 1962, but was an unsuccessful candidate for United States Senate. United States Representative to the Trusteeship Council of the United Nations with rank of Ambassador, 1963-1964. Elected to the Eighty-ninth and to the sixteen succeeding Congresses (January 3, 1965-January 3, 1999). Was not a candidate for reelection to the One Hundred Sixth Congress in 1998. Died on October 5, 2000, in Washington, D. C. Interment at Memorial Park Cemetery, Skokie, Ill.
