A Representative from West Virginia. Born in Washington, D. C. , January 6, 1948. B. A. , Duke University, Durham, N. C. , 1970. J. D. , Tulane University School of Law, New Orleans, La. , 1975. Admitted to the West Virginia bar in 1975 and commenced practice in Charleston. Member, State senate, 1980-1982. Elected as a Democrat to the Ninety-eighth and to the eight succeeding Congresses (January 3, 1983-January 3, 2001). Was not a candidate for reelection to the United States House of Representatives in 2000. Governor of West Virginia, 2000-2005.
