A Representative from Wisconsin. Born in Richlands, Tazewell County, Va. , September 2, 1935. Graduated from Anglo American High School, Athens, Greece, 1953. B. A. , Haverford College, Haverford, Pa. , 1957. M. P. A. , Harvard University, Cambridge, Mass. , 1967. Ph. D. , University of California, Berkeley, Calif. , 1973. Peace Corps and CARE assignments in Yugoslavia, Iran, and Pakistan, 1958-1965. Economist for Federal Government, 1967-1969. Associate professor of economics, University of Wisconsin, Milwaukee, Wis. , 1973-1976. Member of the Wisconsin state assembly, 1977-1978. Member of the Wisconsin state senate, 1979-1982. Elected as a Democrat to the Ninety-eighth and to the four succeeding Congresses (January 3, 1983-January 3, 1993).
