S. , Mount St. Mary's College, Emmitsburg, Md. , 1960. J. D. , Villanova (Pa. ) Law School, 1963. Admitted to the New York bar in 1964 and commenced practice in New York City. Ithaca (N. Y. ) city prosecutor, 1968. Tompkins County, N. Y. , district attorney, 1969-1972. Member, New York State Democratic Committee, 1972-1974. Elected as a Democrat to the Ninety-fourth and to the eight succeeding Congresses (January 3, 1975-January 3, 1993). Was not a candidate for renomination in 1992 to the One Hundred Third Congress. Is a resident of Falls Church, Va.
