Member, Pennsylvania state house of representatives, 1983-1991. Elected as a Democrat to the One Hundred Third and to the two succeeding Congresses (January 3, 1993-January 3, 1999). Not a candidate for reelection to the One Hundred Sixth Congress in 1998. Assistant Secretary of Defense, Homeland Security, 2003-2009.
