Served in the Ohio house of representatives 1974-1980. Delegate, Republican National Conventions, 1974-1978. Elected as a Republican to the Ninety-seventh and to the five succeeding Congresses (January 3, 1981-January 3, 1993). Unsuccessful candidate for reelection to the One Hundred Third Congress. Is a resident of Hillsboro, Ohio.
