Elected as a Democrat to the Ninety-fourth and Ninety-fifth Congresses (January 3, 1975-January 3, 1979). Was not a candidate in 1978 for reelection, but was an unsuccessful candidate for election to the United States Senate. Ambassador at Large and Coordinator for Mexican Affairs, October 23, 1979, to February 1, 1981. President, Krueger Associates 1981-1993. Professor of business and government relations, Lyndon B. Unsuccessful candidate for reelection in the June, 1993 special election to the remainder of the term ending January 4, 1995. U. S. Ambassador to Burundi 1994-1996. U. S. Ambassador to Botswana 1996-1999. Special representative of the U. S. Secretary of State to the fourteen countries of the Southern African Development Community 1998-2000.
