Admitted to Alabama bar, 1963. Lawyer, private practice. Elected to Alabama house of representatives, 1970-1974. Jefferson County commissioner, Birmingham, Ala. , 1974-1982. Elected as a Democrat to the Ninety-eighth and to the four succeeding Congresses (January 3, 1983-January 3, 1993). Delegate to Democratic National Convention, 1988 and 1992. Unsuccessful candidate for reelection to the One Hundred Third Congress in 1992. Chair, United States Merit Systems Protection Board, 1993-2000. Is a resident of Birmingham, Ala.
