Distribution manager. Chairman of the Kenosha County Democratic Party. Member of the Wisconsin state assembly, 1985-1993, 2009-2019, minority leader, 2011-2017. Elected as a Democrat to the One Hundred Third Congress, by special election, to fill the vacancy caused by the resignation of United States Representative Leslie Aspin (May 4, 1993-January 3, 1995). Unsuccessful candidate for reelection to the One Hundred Fourth Congress in 1994. Wisconsin state secretary of the Department of Revenue, 2019-2024. Unsuccessful candidate for election to the One Hundred Nineteenth Congress in 2024.
