Attended Harvard University, Cambridge, Mass. M. A. , University of Wisconsin, Milwaukee, 1982. Employment specialist. Special education teacher. Director of camp for handicapped children. Distribution manager. Chairman of the Kenosha County Democratic Party. Member of the Wisconsin state assembly, 1985-1993, 2009-2019, minority leader, 2011-2017. Elected as a Democrat to the One Hundred Third Congress, by special election, to fill the vacancy caused by the resignation of United States Representative Leslie Aspin (May 4, 1993-January 3, 1995). Unsuccessful candidate for reelection to the One Hundred Fourth Congress in 1994. Wisconsin state secretary of the Department of Revenue, 2019-2024. Unsuccessful candidate for election to the One Hundred Nineteenth Congress in 2024.
