Graduated from the University of California, Los Angeles, Calif. , 1946. Employed by the city of Los Angeles, Calif. , in personnel and engineering for twelve years between 1940 and 1957. Management consultant, 1957-1962. United States Army, 1944-1946. Mayor and city councilman of Monterey Park, Calif. , 1954-1958. Member of the California state assembly, 1959-1962. Elected as a Democrat to the Eighty-eighth and to the three succeeding Congresses (January 3, 1963-January 3, 1971). Not a candidate for reelection, but was an unsuccessful candidate for nomination to the United States Senate in 1970. Elected to the Ninety-third and to the thirteen succeeding Congresses (January 3, 1973-July 15, 1999). Chairman, Committee on Science, Space and Technology (One Hundred Second and One Hundred Third Congresses). Died on July 15, 1999, in Bethesda, Md. Remains cremated.
