Real estate developer. Mayor of Hawthorne, Calif. , 1940-1942. Member of the California state assembly, 1942-1943, 1945-1948. Lieutenant governor of California, 1959-1967. Chairman and member, Calif. State lands commission, 1959-1967. Member, board of trustees of California state colleges, 1961-1967. Elected as a Democrat to the Ninety-first and to the eleven succeeding Congresses (January 3, 1969-January 3, 1993). Chair, Committee on Public Works and Transportation (One Hundredth through One Hundred First Congresses). Was not a candidate for renomination to the One Hundred Third Congress in 1992. Died on December 13, 1994, in Los Angeles, Calif. Interment in Green Hills Cemetery, Rancho Palos Verdes, Calif.
