A bill to amend the Atomic Energy Act of 1954 to require the Secretary of Energy to report to Congress regarding applications for authorizations to engage or participate in the development or production of special nuclear material outside the United States, and for other purposes.

This bill requires the Department of Energy (DOE) to report to Congress quarterly about each application it has received requesting authorization to develop or produce special nuclear material outside the United States.

Currently, persons are generally prohibited from developing or producing special nuclear material, such as plutonium or certain types of enriched uranium, outside the United States, but may request permission from DOE to do so.
