To repeal the authority to establish certain special volunteer programs under the Domestic Volunteer Service Act.

This bill repeals the Department of Education's authority to establish and operate certain volunteer and demonstration programs under the Domestic Volunteer Service Act and prohibits funds made available to the Corporation for National and Community Service from being used for new Americorps positions.
