Amends Rule XXII (Precedence of Motions) of the Standing Rules of the Senate to limit to two hours, divided equally between the majority and the minority, the consideration of a motion to proceed to the consideration of any debatable matter, including consideration of any related debatable motion or appeal.
Exempts from this resolution: (1) certain debatable or nondebatable motions to proceed made during the first two hours of a new legislative day, and (2) motions considered nondebatable by the Senate pursuant to rule or precedent.
