To reauthorize the Neotropical Migratory Bird Conservation Act.

The bill revises and reauthorizes the Neotropical Migratory Bird Conservation Act through FY2020. The cap on the amount that the Department of the Interior may expend from the Neotropical Migratory Bird Conservation Fund on administrative expenses is increased from 3% to 4%.
