To provide that the Social Security Administration pay fees associated with obtaining birth certificate or State identification card for purposes of obtaining a replacement social security card for certain victims of domestic violence, and for other purposes.

Directs the Commissioner of Social Security to pay the fees charged by any governmental authority associated with obtaining the birth certificate or state residence identification card in order to obtain a replacement Social Security card for certain victims of domestic violence residing in a shelter and their dependents.
