To prohibit an increase in the compensation of Members of Congress from taking effect unless Congress consents to the increase by concurrent resolution.

Amends the Legislative Reorganization Act of 1946 to prohibit the pay for Members of Congress from being increased by any adjustment scheduled to take effect in a calendar year unless, before January 1 of such year, each chamber, by a roll call vote, adopts a concurrent resolution agreeing to such increase.
