Honors the lives of Jerry Avant, Louise DeKler, Lillian Dunn, Tessie Garner, John Goldstrom, Bessie Hedrick, Margaret Johnson, and Jesse Musser, the deceased victims.

Recognizes the heroism of Officer Justin Garner.
