Grants a federal charter to the Medal of Courage and Service Corporation in Philadelphia, Pennsylvania. Authorizes the Corporation to award and present in the name of Congress medals of courage and service to first responders in the City of Philadelphia who are selected by a committee of city and union officials and other civilian representatives.
