To amend title 23, United States Code, to allow vehicles operated by members of the Armed Forces (including reserve components thereof) serving on active duty and vehicles operated by law enforcement officials to use high occupancy vehicle facilities, and for other purposes.

Authorizes a state agency with jurisdiction over the operation of a high occupancy vehicle (HOV) facility to permit vehicles operated by active duty members of the Armed Forces (including reserve components) and vehicles operated by law enforcement officials to use HOV lane highways, subject to certain requirements.
