To require the Secretary of Homeland Security, in consultation with the Secretary of State, to submit a report on the effects of the Merida Initiative on the border security of the United States, and for other purposes.

Directs the Secretary of Homeland Security (DHS) to report to Congress regarding the Merida Initiative's effects on: (1) border security; (2) border violence; (3) the illicit flow of arms, bulk cash, human trafficking and smuggling, and illegal narcotics across the U.S.-Mexico border; and (4) cooperation between DHS officials and agencies and their foreign counterparts participating in the Merida Initiative.

Defines "Merida Initiative" as the program announced by the United States and Mexico on October 22, 2007, to fight illicit narcotics trafficking and criminal organizations throughout the Western Hemisphere.
