A resolution amending Senate Resolution 400, 94th Congress, and Senate Resolution 445, 108th Congress, to improve congressional oversight of the intelligence activities of the United States, to provide a strong, stable, and capable congressional committee structure to provide the intelligence community appropriate oversight, support, and leadership, and to implement a key recommendation of the National Commission on Terrorist Attacks Upon the United States.

Requires referral to the Select Committee on Intelligence of all proposed legislation and other matters relating to appropriations (currently, only authorizations of appropriations), both direct and indirect, for: (1) the Office of the Director of National Intelligence (ONI) and the Director of National Intelligence (DNI); (2) the Central Intelligence Agency (CIA) and the Director of the Central Intelligence Agency (DCI); (3) the Defense Intelligence Agency (DIA); (4) the National Security Agency (NSA); (5) the intelligence activities of other agencies and subdivisions of the Department of Defense, of the Department of State, and of the Federal Bureau of Investigation (FBI); and (6) any successor departments, agencies, or agency subdivisions, and their activities.

Abolishes the Subcommittee on Intelligence of the Committee on Appropriations.
