Social Security Uninsured Children's Entitlement Act of 2008 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to entitle certain uninsured children to new monthly benefits treated as monthly insurance benefits payable under the OASDI benefit program.
