Universal Health Act of 2007: Repeal of the Late Enrollment Penalty in Medicare Part D - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to repeal the Medicare prescription drug benefit late enrollment penalty.
