To create 4 new permanent judgeships for the eastern district of California, to provide for an additional place of holding court in the eastern district of California, and for other purposes.

Directs the President to appoint four additional district judges for the eastern district of California.

Makes Bakersfield an additional place of holding court for the eastern district.

Directs the chief judge of the eastern district to designate one district judge whose official duty station shall be in Bakersfield, and another whose official duty station shall be in Redding.
