A resolution expressing the sense of Congress that institutions of higher education should adopt policies and educational programs on their campuses to help deter and eliminate illicit copyright infringement occurring on, and encourage educational uses of, their computer systems and networks.

Expresses the sense of Congress that colleges and universities should continue to take: (1) a leadership role in educating students regarding the detrimental consequences of online infringement of intellectual property rights; and (2) all practicable steps to deter and eliminate unauthorized peer-to-peer computer use by warning students of the risks of such use and educating them concerning the value of intellectual property.
