Offshore Infrastructure Emergency Relief Act of 2005 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to add the outer Continental Shelf to the definition of "United States" under that Act, thus authorizing inclusion of the outer Continental Shelf in presidentially declared disaster areas.
