Amends title IV of the Science, State, Justice, Commerce, and Related Agencies Appropriations Act, 2006 to increase funds available to the Department of State for emergency evacuations, notwithstanding specified transfer restrictions.

Authorizes specified funds to be made available to cover the costs of facilitating the evacuation of persons from Lebanon on or after July 16, 2006.
