Prohibits the use of federal funds for official travel of defeated or retiring Members of Congress. Excludes from such prohibition travel: (1) within a Member's district or state; (2) between a Member's district or state and the Washington, D.C. Metropolitan Area; or (3) within the Washington, D.C. Metropolitan Area.
