Wayne "Cotton" Morgan Bulletproof Vest Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to make a matching requirement inapplicable to a grant for the purchase of an armor vest for any officer who works in a high security risk area or for a correctional officer who transports prisoners.
