Amends the Harmonized Tariff Schedule of the United States to reduce, through December 31, 2006, the duty on 1,3-Benzenedicarbonitrile (IPN (Isophthalonitrile)).
Provides for: (1) an increase in such duty from January 1, 2007, through December 31, 2007; and (2) a decrease in it from January 1, 2008, through December 31, 2008.
