Title I: Northern Rio Grande National Heritage Area - Northern Rio Grande National Heritage Area Act - (Sec. 104) Establishes the Northern Rio Grande National Heritage Area, which shall include the counties of Santa Fe, Rio Arriba, and Taos, in New Mexico.
Designates Northern Rio Grande National Heritage Area, Inc., as the Area's management entity which: (1) shall develop, submit, and implement a management plan that includes recommendations for conservation, funding, management, development, and interpretation of the Area; (2) may provide assistance to tribal and local governments and other entities to carry out the plan; and (3) may not use Federal funds received under this Act to acquire real property.
(Sec. 106) Authorizes the Secretary of the Interior (the Secretary) to provide technical and financial assistance to develop and implement the management plan.
(Sec. 108) Terminates the Secretary's authority to provide assistance 15 years following enactment.
(Sec. 109) Authorizes appropriations.
Title II: National Aviation Heritage Area - National Aviation Heritage Area Act - (Sec. 204) Establishes within the States of Ohio and Indiana the National Aviation Heritage Area.
(Sec. 205) Directs the Area's management entity, the Aviation Heritage Foundation, Incorporated (the AHFI, an Ohio nonprofit) to develop and submit to the Secretary a Management Plan for the Area.
(Sec. 206) Requires the Plan to provide for the protection, enhancement, and interpretation of the natural, cultural, historic, scenic, and recreational resources of the Area.
(Sec. 207) Authorizes the Secretary to provide financial or technical assistance to the Area to develop and implement the Plan.
(Sec. 208) Provides for the coordination of decisions with regard to the Area by the Secretary, the Secretary of Defense, and the Administrator of the National Aeronautics and Space Administration.
(Sec. 211) Authorizes appropriations.
(Sec. 212) Terminates the Secretary's authority to provide assistance 15 years following the date funds are first made available under this title.
Title III: Wright Company Factory Study - (Sec. 301) Requires an updated study and report concerning incorporating the Wright Company factory as a unit of the Dayton Aviation Heritage National Park.
Title IV: Steel Industry National Historic Site - Steel Industry National Historic Site Act - (Sec. 403) Establishes the Steel Industry National Historic Site in Pennsylvania as a unit of the National Park System. Requires the Historic Site to consist of the following properties (the properties) which relate to the former U.S. Steel Homestead Works: (1) the Battle of Homestead site; (2) the Carrie Furnace complex; and (3) the Hot Metal Bridge.
Authorizes the Secretary to acquire only by donation the following property for inclusion within the Site: (1) any land or interest in land in the properties; (2) up to ten acres of land adjacent to or in the general proximity of such properties for the development of visitor, administrative, museum, curatorial, and maintenance facilities; and (3) personal property associated with and appropriate for interpretation of such Site.
Allows the Secretary, until such time as the Secretary has acquired the properties, to enter into a cooperative agreement with any interested individual, public or private agency, organization, or institution to further the purposes of the Site. Provides that, any payment made by the Secretary pursuant to a cooperative agreement shall be subject to an agreement that conversion, use, or disposal of the project so assisted for purposes contrary to the purpose of the Site shall result in a right of the United States to reimbursement of all funds made available to such a project or the proportion of the increased value of the project attributable to such funds at the time of such conversion, use, or disposal, whichever is greater.
Authorizes the Secretary to provide technical assistance for the: (1) preservation of historic structures within the Site; and (2) maintenance of the natural and cultural landscape of such Site.
Requires the Secretary to prepare and submit a general management plan for the Site, which will incorporate or otherwise address substantive comments made during consultation with: (1) an appropriate official of each appropriate political subdivision of Pennsylvania that has jurisdiction over all or part of the lands included in the Site; (2) an appropriate official of the Steel Industry Heritage Corporation; and (3) private property owners in the vicinity of such Site.
(Sec. 404) Authorizes appropriations.
Title V: St. Croix National Heritage Area Study - (Sec. 501) St. Croix National Heritage Area Study Act - Requires the Secretary to study and report to specified congressional committees on the suitability and feasibility of designating the island of St. Croix, United States Virgin Islands, as the St. Croix National Heritage Area. Instructs the Secretary, in conducting such study, to analyze the impact that designation of the island of St. Croix as a national heritage area is likely to have on land within the proposed area or bordering the proposed area that is privately owned.
Title VI: Arabia Mountain National Heritage Area - Arabia Mountain National Heritage Area Act - (Sec. 604) Establishes the Arabia Mountain National Heritage Area in Georgia. Designates the Arabia Mountain Heritage Area Alliance as the Area's management entity.
(Sec. 605) Provides for the Alliance to develop and submit to the Secretary a management plan for the Area.
Prohibits the Alliance from using Federal funds made available under this title to acquire real property or an interest in real property.
(Sec. 606) Requires the management plan to provide for the protection, enhancement, and interpretation of the natural, cultural, historical, scenic, and recreational resources of the Area. Requires that the plan be based on the preferred concept in the document entitled " Arabia Mountain National Heritage Area Feasibility Study" (February 28, 2001).
(Sec. 607) Authorizes the Secretary to provide financial and technical assistance to the Area to develop and implement the plan.
(Sec. 611) Authorizes appropriations.
(Sec. 612) Terminates the Secretary's authority to provide assistance 15 years following the date funds are first made available under this title.
Title VII: Upper Housatonic Valley National Heritage Area - Upper Housatonic Valley National Heritage Area Act - (Sec. 704) Establishes the Upper Housatonic Valley National Heritage Area in Connecticut and Massachusetts.
Designates the Upper Housatonic Valley National Heritage Area, Inc., as the Area's management entity, which shall submit to the Secretary of the Interior for approval a management plan for the Area
(Sec. 705) Prohibits the management entity from using Federal funds received under this title to acquire real property, but may use any other source of funding, including other Federal funding, intended for the acquisition of real property.
(Sec. 707) Authorizes the Secretary to provide technical and financial assistance to the Area
(Sec. 711) Authorizes appropriations.
(Sec. 712) Terminates the Secretary's authority to provide assistance 15 years following the date funds are first made available under this title.
Title VIII: Oil Region National Heritage Area - Oil Region National Heritage Area Act - (Sec. 803) Establishes the Oil Region National Heritage Area in Pennsylvania. Designates the Oil Heritage Region, Inc., to be the management entity for the Area.
(Sec. 804) Directs the Secretary to enter into a compact with the management entity to carry out this title.
(Sec. 805) Requires the management entity to develop a management plan for the Area.
Requires the management plan to provide for the conservation, funding, management, and development of the Area.
Prohibits such entity from using Federal funds under this title to acquire real property or an interest in real property.
(Sec. 806) Authorizes the Secretary to provide technical and financial assistance to the management entity.
Directs the Secretary, acting through the Historic American Building Survey and the Historic American Engineering Record, to conduct studies to document the industrial, engineering, building, and architectural history of the Area.
(Sec. 808) Terminates the Secretary's authority to provide assistance 15 years following the date funds are first made available under this title.
(Sec. 812) Authorizes appropriations.
Title IX: Western Reserve Heritage Areas Study Act - Western Reserve Heritage Areas Study Act - Provides for a study regarding the establishment of the Western Reserve Heritage Area in specified Ohio counties.
Title X: Gullah/Geechee Cultural Heritage - Gullah/Geechee Cultural Heritage Act - (Sec. 1004) Establishes the Gullah/Geechee Cultural Heritage Corridor (Heritage Corridor) to: (1) recognize the important contributions made to American culture and history by African-Americans known as the Gullah/Geechee who settled in the coastal counties of South Carolina and Georgia; (2) assist State and local governments and public and private entities in South Carolina and Georgia in interpreting the story of the Gullah/Geechee and preserving Gullah/Geechee folklore, arts, crafts, and music; and (3) assist in identifying and preserving sites, historical data, artifacts, and objects associated with the Gullah/Geechee for the benefit and education of the public.
(Sec. 1005) Establishes the Gullah/Geechee Cultural Heritage Corridor Commission to assist Federal, State, and local authorities to develop and implement a management plan for Gullah/Geechee lands and waters.
(Sec. 1006) Requires the Commission to submit a management plan for the Corridor.
(Sec. 1008) Authorizes the Secretary to provide technical and financial assistance for the development and implementation of the management plan.
(Sec. 1010) Requires the Commission to establish one or more Coastal Heritage Centers in the Heritage Corridor in accordance with the Low Country Gullah Culture Special Resource Study and Environmental Impact Study, December 2003.
(Sec. 1012) Authorizes appropriations.
(Sec. 1013) Terminates the Secretary's authority to provide assistance 15 years following enactment.
Title XI: Utah Test and Training Range Protection - Utah Test and Training Range Protection Act - (Sec. 1103) States that nothing in this Act or the Wilderness Act shall: (1) preclude low-level overflights and operations of military aircraft, missiles, or unmanned aerial vehicles over the Utah Test and Training Range (Range), including the Dugway Proving Ground; (2) preclude the designation of new, or expansion of existing, units of special use airspace or the use or establishment of military training routes over such Range; (3) prevent any required maintenance of existing communications, instrumentation, or electronic tracking systems in the Range or the addition of communications, instrumentation, or equipment necessary for effective testing and training to meet military requirements in wilderness study areas located beneath special use airspace of the Range, upon specified determinations by the Secretary of the Interior; (4) preclude the continuation of a current memorandum of understanding between the Departments of the Interior and Air Force with respect to emergency access and response within the Range; or (5) permit ground military operations in covered wilderness of the Range, unless such operations are otherwise permissible under Federal law and consistent with the Wilderness Act.
(Sec. 1104) Directs the Secretary to develop, maintain, and revise land use plans for Federal lands located in the Range, in consultation with the Secretary of Defense. Limits the issuance of rights-of-way in the Range.
(Sec. 1105) Designates certain Federal lands in Tooele County, Utah, as the Cedar Mountain Wilderness Area. Withdraws such lands from all forms of entry, appropriation, or disposal under the public land laws, including mining and mineral and geothermal leasing. Authorizes fish and wildlife management and livestock grazing within such areas, as appropriate. Releases the Browns Springs Cherrystem area from its status as a wilderness study area.
(Sec. 1106) Directs the Secretary to identify approximately 640 additional acres of Bureau of Land Management lands in Utah to be administered in trust for the benefit of the Skull Valley Band of Goshutes.
