Methamphetamine Blister Pack Loophole Elimination Act of 2003 (sic) - Amends the Controlled Substances Act to eliminate the exemption as a "regulated transaction" for any sale of ordinary over-the-counter pseudoephedrine or phenylpropanolamine products (including blister packs) by retail distributors. (Currently a nine-gram limit is in effect for any single individual buying pseudoephedrine sold in bottles but there is no limit for blister packs.)
