Adoption Incentive Program Reauthorization Act of 2003 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to reauthorize adoption incentive payments and to revise requirements with respect to determination of numbers of adoptions of older children.
Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) and the Congressional Budget Act of 1974 to increase the congressional discretionary spending limit with respect to adoption incentive payments.
