Gerald Solomon Veterans Subcommittee Appropriations Act - Directs the House Committee on Appropriations to establish a new Subcommittee on Veterans' Affairs with exclusive subcommittee jurisdiction over the Department of Veterans' Affairs and its programs. Orders the name of the existing subcommittee having such jurisdiction to be redesignated accordingly.
