Coltsville Study Act of 2003 - Directs the Secretary of the Interior to study the site known as Coltsville (a community in Connecticut inspired by Samuel Colt, founder of the Colt Manufacturing Company, which flourished during the Industrial Revolution) to evaluate its national significance, its importance to the history of precision manufacturing, and its suitability for designation as a unit of the National Park System.
