Amends the Foreign Assistance Act of 1961 to state that the President may designate a country as a major non-NATO ally for purposes of this Act and the Arms Export Control Act only if: (1) the country has a democratic form of government; (2) the country participates with the United States in specified and other international agreements or arrangements that restrict the export of chemical, biological, nuclear and other weapons, delivery systems, and related dual use components, and (3) the President notifies Congress prior to designation that the country meets such requirements
Directs the President to notify Congress prior to terminating any such designation.
