Pactola Reservoir Reallocation Authorization Act of 2003 - Authorizes the Secretary of the Interior to reallocate construction costs of the Pactola Dam and Reservoir of the Rapid Valley Unit of the Pick-Sloan Missouri Basin Program in South Dakota from irrigation purposes to municipal and industrial and fish and wildlife purposes (to reflect increased demands for such purposes).
