Save America's Valuable Energy Resources Act of 2003 - Amends the Internal Revenue Code to establish credits for: (1) qualified energy efficient improvements to existing homes; and (2) the construction of qualified new energy efficient homes.
Allows a deduction for energy efficient commercial property expenditures.
