Authorizes the Secretary of the Army to carry out a project for flood control and ecosystem restoration on the mainstem of the American River, Sacramento, California, substantially in accordance with the plans as described in alternative 3 of the American River Watershed, California, Draft Supplemental Plan Formulation Report of the Army Corps of Engineers dated September 2001.
