Summary

Amends the Atomic Energy Act of 1954 to permit the Nuclear Regulatory Commission (NRC) to authorize employees of its contractors, licensees, or certificate holders to: (1) carry firearms during the course of official duties and while engaged in the protection of relevant facilities; and (2) arrest without warrant for any felony or for any offense against the United States committed in their presence.

Establishes a fine or imprisonment for sabotage of any production, utilization, waste storage, waste treatment, waste disposal, uranium enrichment, or nuclear fuel fabrication facility subject to NRC licensing or certification during its construction.
