Establishes within the Executive Office of the President the National Office for Combatting Terrorism to: (1) develop U.S. policies, goals, objectives, and priorities for the prevention of and response to terrorism; (2) develop a National Terrorism Prevention and Response Strategy and coordinate its implementation; (3) oversee State and local government programs and activities as part of the Strategy; (4) coordinate the development of a comprehensive annual budget for programs and activities under the Strategy; and (5) certify to the President whether the budget for each Federal agency's terrorism prevention and response responsibilities is consistent with the Strategy.
