Waiving a requirement of clause 6(a) of rule XIII with respect to consideration of certain resolutions reported from the Committee on Rules.

Waives the requirement under rule XIII of the House of Representatives of a two-thirds vote to consider a Committee on Rules report on the same day it is presented to the House, with respect to any resolution reported by such Committee on the legislative day of November 13, 2002, providing for consideration or disposition of a bill to establish the Department of Homeland Security.
