Recognizing the tragic effects of the September 11 attacks on the World Trade Center on New York State and New York City and expressing the renewed commitment of the House of Representatives to rebuild New York.
Recognizes the terrible tragedy that New Yorkers have endured, the catastrophic economic consequences of September 11 on New York's economy, and the duty of the United States to protect its States from invasion.
Expresses the determined effort of the House of Representatives to rebuild New York and reaffirms its commitment to provide New York with all the Federal assistance that it requires in coping with the largest attack in history on U.S. soil.
